| Zaključci sa regionalne konferencije CSR i energetska efikasnost
Učesnici i organizatori regionalne konferencije CSR i energetske efikasnost, koja je održana u Beogradu, od 13. do 15. aprila 2009. godine, usvojili su sledeće zaključke i iz njih proistekle preporuke za relevantne predstavnike izvršne vlasti država u regionu, kao i za poslovni i civilni sektor. Ovom događaju prisustvovalo je preko 220 učesnika iz Hrvatske, Bosne, Crne gore, Srbije, Mađarske, Makedonije, Austrije, Nemačke, Rusije i Sjedinjenih Američkih Država, predstavnika javnog, poslovnog i civilnog sektora, kao i akademskih institucija i studenata.
1. Evidentno je interesovanje poslovnog i civilnog sektora za povećanje energetske efikasnosti u preduzećima u Srbiji i regionu Zapadnog Balkana, kao i za razvoj CSR programa vezanih za ovu temu, posebno uzimajući u obzir posledice svetske ekonomske krize koje se potresaju sve države u regionu. 2. Realnost je da region Zapadnog Balkana karakteriše primena zastarelih, energetski neefikasnih tehnologija, minimalna upotreba novih, kao i nedovoljna eksploatacija i ulaganje u razvoj obnovljivih izvora energije. 3. Jedan od značajnih destimulativnih indikatora svakako predstavlja i činjenica da je cena električne energije veoma niska u regionu - u odnosu na cene u razvijenim državama Evrope - što odbija strane investicije u energetsku efikasnost. 4. Drugi veoma značajan destimulativni indikator, po mišljenju učesnika, jeste i postojanje energetskog monopola u skoro svim državama regiona, koji onemogućavaju konkurentnost, pa samim tim i razvoj energetske slike država i regiona. 5. Po mišljenju većine učesnika, ceo region odlikuje nedovoljna tehnološka obrazovanost, koja se ogleda pre svega u nepoverenju i nepoznavanju modernih, enegetski efikasnih tehnonologija i rešenja: a. Kao uzrok ovakvog stanja, učesnici posebno ističu i nedovoljnu podršku svih izvršnih struktura država u regionu (nadležnih ministarstava, sekretarijata, agencija i drugih državnih institucija), koja se ogleda u nepostojanju ili zastarelosti energetskih strategija većine država u regionu. b. Direktne posledice se ogledaju u malom broju stručnjaka za energetsku efikasnost, pa samim tim i niskim nivoom svesti o značaju ovog koncepta, ali i neadekvatnim ulaganjima javnog i poslovnog sektora u poboljšanje energetskih potencijala, „zelene tehnologije“, obnovljive izvore energije i samu energetsku efikasnost. c. Predstavnici kompanija su takođe istakli i značaj uspostavljanja sistematske saradnje sa akademskim institucijama na polju energetske efikasnosti. 6. U energetskom smislu, ceo region se suočava sa izazovima vezanim za visok stepen energetske zavisnosti, ali i nepostojanjem relevantnih statističkih pokazatelja, već se nove inicijative razvijaju na temeljima procena različitog stepena pouzdanosti. 7. Ipak, ima primera dobre prakse – i to pre svega među stranim kompanijama koje posluju u zemljama regiona, koje donose i implementiraju svoju globalnu praksu, strategije, pravila, principe i iskustva - i malim, domaćim lokalnim kompanijama, koje se suočavaju sa nerazumevanjem i nedostatkom podrške zajednice i društva na lokalnom (opštinskom), kao i na državnom nivou. 8. Konkretna saradnja među državama u regionu po pitanju energetske efikasnosti ne postoji. Sem toga, primeri multisektorske saradnje na nacionalnom nivou svode se na izolovane slučajeve. 9. Region se suočava i sa bezbednosnim izazovima, koji se vezuju pre svega za pitanja energetske zavisnosti (od Rusije) i redovnu isporuku energenata, ali i bezbedonosna pitanja - sigurnosti energetskih postrojenja, pre svega skladišta. Najveću opasnost na ovom polju svakako predstavlja i nedovoljna kontrola kvaliteta izvođenja građevinskih radova. 10. Istaknuti su i bezbedonosni izazovi, kao što je opasnost od terorističkih pretnji čija bi meta mogla da budu energetska postrojenja i kanali za snabdevanje energentima (naftovodi, gasovodi, elektroenergetska mreža, transport i slično). 11. Veliko interesovanje učesnika bilo je okrenuto i ka pitanjima finansiranja projekata u oblasti energetske efikasnosti. Istaknuto je da u regionu, ovakve inicijative podržavaju IFC, EBRD i KfW, najčešće u saradnji sa poslovnim bankama (Procredit, Čačanska u Srbiji – više informacija na www.nbs.rs). 12. Pod okriljem regionalne konferencije CSR i EE pokrenuto je nekoliko inicijativa: a. održan je prvi javni sastanak Radne grupe za zaštitu životne sredine UN Globalnog dogovora u Srbiji, gde su kompanije i organizacije članice upoznale sve učesnike konferencije sa pravcima svog budućeg delovanja i kratkoročnim planovima, kao i potencijalima koje poseduju. Tom prilikom su otvoreno zatražile pomoć i podršku i inicirale saradnju sa prisutnima. b. Inicirano je nekoliko nacionalnih i regionalnih projekata, pre svega usmerenih ka društveno odgovornim kompanijama koje se, u okviru svojih CSR programa, bave zaštitom životne sredine. Ostvarena je saradnja sa učesnicima iz regiona, koji su se ponudili da budu centri za informisanje i realizaciju buduće regionalne saradnje. c. Takođe, predstavljeno je i nekoliko projekata energetske efikasnosti koji se trenutno realizuju u Srbiji i regionu, a koje predstavljaju primere dobre prakse koji mogu da posluže državnim institucijama i kompanijama u razvoju programa za poboljšanje energetske efikasnosti.
2009-04-29 O konferenciji Centar za monitoring i evaluaciju u saradnji sa Narodnom bankom Srbije i Globalnim dogovorom u Srbiji i Coca Cola Hellenic Company organizuje prvu međunarodnu konferenciju o ulozi i odgovornosti preduzeća u regionu Zapadnog Balkana sa aspekta povećanja energetske efikasnosti. Preko 150 učesnika iz regiona Zapadnog Balkana imaće priliku da razmeni iskustva u ovoj oblasti, susrećući se sa poslovnim ljudima čije su organizacije razvile projekte implementacije energetski efikasnih rešenja, kao i sa relevantnim ekspertima iz Evrope, SAD i Zapadnog Balkana. Konferencija CSR i EE, kao i prateći programi, održaće se u svečanoj Sali Narodne banke Srbije, u periodu od 13. do 15. aprila 2009. godine. Događaj će obuhvatiti i radionice, kao i izložbu energetski efikasnih rešenja. Imperativ racionalnog korišćenja izvora energije predstavlja samo jednu od pretpostavki odgovornog poslovanja moderne kompanije. Međutim, imajući u vidu kako troškovne, tako i ekološke, humane, socijalne i druge efekte energetske efikasnosti, daje ovom konceptu poseban značaj u okviru celokupnog pristupa društvene odgovornosti preduzeća. Međunarodna konferencija «CSR i energetska efikasnost» predstavlja događaj koji treba da pruži zaokruženu sliku različitih aspekata energetske efikasnosti kao veoma važnog elementa održivog razvoja. Događaj su pozvani da otvore Ministar životne sredine i prostornog planiranja u Vladi Srbije, guverner Narodne banke Srbije, kao i drugi visoki predstavnici javnog, poslovnog i civilnog sektora iz Srbije i regiona.
| | Conclusions from the regional conferences and CSR Energy Efficiency
Participants and organizers of the Regional Conference CSR and energy efficiency, which was carried out in Belgrade, from 13th to 15 April 2009, adopted the following conclusions and recommendations to the relevant representatives of the governments in the region, as well as business and civil sector. This event gathered over 220 participants from Croatia, Bosnia and Herzegovina, Montenegro, Serbia, Hungary, Macedonia, Austria, Germany, Russia and the United States - representatives of public, business and civil sectors, as well as academic institutions and students.
1. It is the interest of business and civil sectors to increase energy efficiency in enterprises in Serbia and the Western Balkans, as well as to develop CSR programs related to these issues, especially taking into account the consequences of World Economic Crisis that shakes all countries in the region.
2. The reality of the Western Balkans region is usage of over-aged, energy inefficient technologies with minimal, inappropriate use of modern solutions, as well as lack of exploitation and insufficient investment in the development of renewable energy sources, as environmental-friendly ones.
3. One of the most important dissimulative indicators was seen in the fact that the price of electricity is very low in the region - compared to prices in developed countries of Europe - which rejects the foreign investments in energy efficiency. One of the main reasons for such condition, by majority of the participants, is that energy is recognized by the states as a tool for maintenance of social peace, instead of tool for society sustainable development.
4. Another very significant disincentive indicator, according to participants, is the existence of the energy monopolies in almost all countries of the region, dissimulative toward competition and, consequently, to the development of the energy picture of state and region.
5. By the opinion of most participants, important factor present in the whole region is the lack of modern technological academic and alternative education, which is reflected primarily in the distrust and ignorance of modern, energy efficient technologies and solutions:
a. The cause of this situation, the participants also emphasized insufficient support to all governmental structures in countries of the region (relevant ministries, secretariats, agencies and other state institutions), which is reflected in the absence or obsolete energy strategies of most countries in the region.
b. The direct consequences are reflected in a small number of experts and managers for energy efficiency, and consequently low level of awareness about the importance of this concept, and inadequate public and the business investments in improvement and development of energy resources, "green technology", renewable energy and the energy efficiency.
c. Representatives of companies have also emphasized the importance of establishing systematic cooperation with academic institutions on the issue of energy efficiency.
6. In energetic terms, the whole region faces challenges related to the high level of energy dependency, and lack of relevant statistic data and indicators, so some rare energy efficiency initiatives are developed on the basis of assessments with questionable level of reliability.
7. However, there are examples of good practice - above all among foreign investors operating in the countries of the region - they have brought and implemented its global practices, strategies, rules, principles and experiences – as well as among small, local companies, which are faced with lack of understanding and lack of support of the community and society at the local (municipal), as well as at the state level.
8. Effective cooperation among countries in the region in terms of energy efficiency does not exist. In addition to that, an example of multisectoral collaboration at national level is an isolated case.
9. Region is also facing security challenges, which are related primarily to issues of energy dependency (from Russia) and the regular delivery of energy, as well as safety of energy facilities, primarily warehouses. The biggest danger in this field certainly represents and insufficient control of the quality of performance of civic engineering works at construction sites.
10. Highlighted are safety challenges, such as the danger of terrorist threats. Their targets could be energy facilities and channels for the supply of energy sources (oil pipelines, gas pipeline, electrical power networks, transport, etc.).
11. Great interest of the participants were focused and to the funding of projects in the field of energy efficiency. It is emphasized that in the region, these initiatives support the IFC, EBRD and KfW, usually in cooperation with commercial banks (ProCredit, Čačanska in Serbia - more information on www.nbs.rs). One of main conclusions was that relevant state institutions must strongly support these funds, as well as to establish their own.
12. Under the auspices of the Regional Conference CSR and EE have been launched several initiatives:
a. The first public meeting of the Working Group for Environmental Protection of UN Global Compact network in Serbia was carried out, where the company and members of the organization met all the conference participants with the directions of its future activity and short-term plans, as well as the resources they own. On that occasion, they openly sought the help and support and initiated cooperation with the attendees.
b. Several national and regional projects were initiated, primarily aimed towards socially responsible companies that are, within the framework of its CSR program, dealing with the protection of the environment. Participants from the region have offered themselves to be centers for information exchange and implementation of future regional cooperation.
c. Several energy efficiency projects implemented by companies were also presented and currently being implemented in Serbia and the region, which represent examples of good practice that can serve government institutions and companies in the development of programs to improve energy efficiency. 2009-04-29 About the Conference Center for Monitoring and Evaluation, in cooperation with National Bank of Serbia, Global Compact Serbia, Heinrich Boll Schtiftung and Coca Cola Hellenic Company, carries out first international conference on companies role and responsibilities on energy efficiency improvement in West Balkan region. Over 150 participants of the event will have an opportunity to meet on one place business people who represents energy efficiency projects and solutions of their companies, as well as regional and international experts in the fields of CSR and energy efficiency. The conference, as well as its side events will be carried out in the conference room of National Bank of Serbia, Belgrade, Serbia, from April 13th to April 15th 2009. Beside 3 day conference, the event will include workshops, as well as exhibition of energy efficiency solutions from Serbia and the Region. Imperative of a rational energy usage is only one of the responsible business prepositions. Bearing in mind expenses, ecological, human and social aspects of energy efficiency, this concept is very important for sustainable business and sustainable development in whole. The event will be opened by Minister for environmental protection, National Bank of Serbia Governor, UNDP Resident Representative in Serbia and other top representatives of national and international institutions and companies.
